From 2011 (maybe earlier) transit speed limiter cannot simply be turned off. You can change the three speed settings with most good scan tools but you cannot turn the limiter off.
You will need to upload a new ford calibration file with ids that gives you the option of removing the speed limiter completely. After its been programmed, you will need to resync both keys with the immobiliser. If you use use ids or fdrs and go to car config in ids then you can choose it if you use fdrs go to bcm and custumer service progamle parameters there it will bee
