Install the program in "standalone terminal" mode ("Poste autonome").
You do not have to connect to anything.

in english language
and what it says when i put a vin
' CANNOT RECOVER DATA FROM THE WORLD VEHICLE DATABASE'

It is normal.
You must not use the "Actis Solution" nor "BVM" buttons. It is not possible to connect to the World Vehicle Database (BVM) because you do not have access to a BVM (DMS) server (only for Renault network agents).
You must fill out manually the "Identity" sheet (right panel).

Installed twice, both times getting a Java error, although the latest version is installed on computer. Cannot seem to get it to work. I'll try a third time using a 32-bit version.

Uninstall Java before installing Dialogys, to avoid conflict.
Dialogys uses its own version of Java.
After installation, you can optionally reinstall the latest version of Java (only if it should be used by other software).

No, Dialogys does not contain electrical diagrams.
