Depends where you are from
you can get them from any electronics sales
ie farnell, rs components, maplins, tme, mouser
the list goes on and on.
they are not a specialized ic they are just 74xx logic ic's

Yes you are right there is difference between them . yes

"D" work down to -40 Celsius
"M" work down to -55 Celsius

But temperature can't be the only difference between them. Difference in temperature will cause that Carprog is not reading microprocessors etc? It sounds primitive.
