Both EEPROM dumps are attached. (93c86)

No one will be able to help, since you couldn't even read the dumps. The archive contains complete nonsense!

Both dumps? I read with VVDI Prog.
Which programmer reads them properly?

dont bother as it will not help, move MCU, NEC and eeprom to donor

this one with eeprom so try read mcu and eprom transfer to donor kessy sometime enought just eeprom , if not buy all kit kessy steering lock and key , after do immo off engine ecu adapt key thats all i did it all work , but my situation different i fit oldes kessy to 2012 phaeton , no immo fault on dash nothing

NO!! is encrypted you he does that he will corrupt the whole eeprom, and for your info the mcu's can not be dumped
