Ford Transit - PSA "locked" when cold - FatMama - 20-02-2017

Greetings to all members cheers.
We have a problem with PSA in Transit 2.2 CDI (2013) 145K miles. When the van is not used for a while and engine and PSA is cold, the steering wheel is very hard to turn. It feels like it’s locked. After forced turn and few turns left and right it seems to be OK. During normal drive PSA works OK. PSA fluid level is OK although it was very dark (almost black). I replaced the fluid without draining the system, just drain the reservoir and fill over few times. I used general use Halfords power steering fluid (£7.99 per 1Litre). Now the fluid is clean RED. This however did not help, the same syndrome every morning. Before we start to replace components i.e. Steering rack, PSA pump or steering column, I would like to learn some advice on the matter from experienced members. Thank you.
