I had a problem like this once...
Have you tried using IstaP ? Sometimes Ista+ doesn't to the job as it should.

ISTAP does not work no more on F56 with new I-LEVEL
Already tried it and gives me error about PSDzD...

Strange...My F11 is 2018 i level and i can still use istaP....maybe mini is different in some way

F-, I- and G- Series I-Steps step by step will not be updated from ISTA/P 3.62.0.
So use ISTA-P for programming and coding E-Series. Use ISTA+ for programming and coding F-, I- and G- Series.

F series cars needs a router between laptop / pc and icom for dhcp service. Depending on the vehicle it may or may not still work without one but it’s highly recommended.

F SERIES with CIC not need DHCP. But rest of all need DHCP.
