I'm not 100% but EEP file looks wrong...
The mileage is stored in the next lines:
0030: 0F 42 FF FF 40 0F FF FF 42 40 FF FF 0F 42 FF FF
0040: 40 xx xx xx xx xx xx xx xx xx xx xx xx xx xx xx
Your lines are just FF FF FF etc....
Attached is pic for EZS 161700km
So 16E360 should be 150000
Hopefully I'm wrong
