ähm, no. 6.3 and 6.4 didn't load ISTA+ as well, only ISTA-P.

I tried to program my vehicle using ista-p3.66.0.200 (it is newest version now) with ICOM A2+B+C, but I had a problem: “Ista-P cannot read VO from the vehicle, let's import the .xml file”
I tried to download VO online too, but without success
Can you help me create a VO (XML file)
or teach me how to create it?

Here your file of your VO according to ZU36365 and examples for import with NCS(.ssd) ISTA (.xml) and ESYS (.xml)
In your case ,change VIN and options ect. in fa.ssd file and import this with NCS expert
