As far as I have found first install WIS key in Standalone Startkeycenter with Old key fix, then install WIS from SDSwitch.exe.

"wis standalone" on win 7 or 8.1 or 10 without new permission, never working
new permission is a new key
what you say about starkeycenter is only to install on windows xp
also the old wis key enable only function wis and asra no more
if you don't have new permission
only way to clone it from xp and install to 7
