I think that the ISN must be 32 characters

I am going to program key for this car which have Cas3+ ISTA-P 54+ with tango
and all key are lost so that I need DME ISN.

This ecu does not have OTP area. Also ISN is not held in OTP area for BMWs.
It is just encrypted and blocked for reading/writing.
You need very special tools to do this DME.
