You need launcher to install those files

What's the launcher? 
I tried to unarchive those deltas, successfully did and now I have psdzdata folder that I wanted to move in the main full psdzdata folder. Will it work then? 
I just need to update my psdzdata for esys

Hi, I found launcher v1.1 but this is *.txt file. Where or how to use this text? Or maybe I've got not correct launcher.
All data I dowloaded for version 4.16.22 besides psdata full SDP.
Who can help me?
