This is exact same as OP except I've:
1. Downloaded the Zip file
2. Extracted the file
3. Recompressed using 7 Zip

Use only latest 7Zip to extract

The reason for this is so that those without Mega accounts can download in one session as it brings it well below the free 5GB limit that Mega use.

I have a rather strange issue.

I installed this ok on windows 10 but my attempts on windows 7 are not successful. At the last stage loading publication data, it is as if the program hangs, no progress counter. Then it disappears. I cant recall how I solved this problem before. Any ideas?

Hello.
I had a similar mistake on my system. The database of ETK 07/2019 was not installed properly. As a remedy, I have the version 06/2019 installed, then updated via ETK-Admin only the database on 07/2019. That worked without problems.

You better take the version 6/2019 as basis and and then update the database with 7/2019.

From a version of 2016 as you write, you can not update the database to 7/2019. The base is changing, so the jump from 2016 to 2019 is too big.

Tested 2018 version, works perfectly!!. Let me try 06/19 as suggested. Ill update the 2018 already installed. Updating to 7/19 from 2018 results in same problem. Strange

I got it working. There are two options when installing, modify and reinstall. Tried option to repair the old version and that works
