no working key Mini R60 - 1989964 - 02-09-2019

Hi, my only key stopped working ( transponder) and i cant start car. Ordered a new key from BMW and it wont start car. Yellow line through key on dash. Used ISTA d to examine and all keys are disabled except the broken one hence why not starting. When trying to unlock key in ISTA, it asks for Terminal 15 to be on, ie a working key in slot of car.
Ive been to BMW and they have said new CAS, Keys and LOck. Does anyone have an idea of what i can do to get this running, thanks.

Have you tried the procedure described in ISTA (assuming you bought that new key from dealer)?
Insert the new remote key in the insertion slot and hold in this position until the remote key locks into place. This can take up to ten seconds. After locking, wait another five seconds. The remote key is then ready for use.

BMW couldnt get it to work, neither could I. The issue seems to be that only 1 key is "enabled" in CAS and that key is broken. When i launch Ista d and look at keys and security, 9 of the 10 slots are marked "disabled" and when i try to authorise one of these keys it asks me to place a working key in the slot and activate K15.
BMW said "ahh, this is a thing" you are stuffed in so many words.

BMW said that when my car left the factory, 2013 that all other available key "slots" in CAS were disabled by default, perhaps because they were getting so many stolen by OBD, hence where i am now.

UPDATE. Just for everyones info, we managed to bring the broken key "back to life" by applying heat via a hot air gun. It could have been a dry joint in the key and i recommend anyone in the same situation to try this before tearing their dash/CAS apart. Old Key now working so,
Hopefully i will now be able to use ISTA to pair the new key.
Obviously you open the key and apply heat to the circuit board.
