Port 60080 is closed on the ICOMP, have you tried port 58000?
Can you post screenshot from Advanced IP Scanner with the ICOMP line expanded.

Maybe IToolRadar is not designed for ICOMP? I see port 6801 open so you should be able to connect to a car. All configurations ports seem to be closed which might be expected from the factory tool.
