i have the same problem with oem icom next, when i configure static ip for it, itool radar cant find it, tried several times to do static ip, but problem was same, i recovered factory settings with usb stick to icom, now i using dinamic ip, i have 3 different ip on lan cable and 2 ip on wirelles connection

If you use static IP on ICOM then write in this IP under %\ITool Radar\config\ip-configuration.txt !!!
