permissions for those files are read and execute only, so it doesn`t let to save any changes on those files and also it doesn`t let to change those permissions to write or modify. it always denied. or maybe I do something wrong?

Check your UAC settings, you shouldn't have any problem, I guess while trying you don't have neither WIS nor EPC running.
You can try to copy them in another route, modify them and paste them in the original one.
