bsi now is full FF

can someone explain me because i fill FF in bsi, than programmed with new pin code using pp2000 new trasponder but car doesn't start?

In legacy immo system ECU, once locked best way is by unlock state on bench. Spent time on BSI, the chip and coding seems to waste of time.
