because someone spend a time (and maybe money) and want to recover a cost by selling fix (as a one off fix or as a solution.

Why do you need to set up XUS anyway? is not like you can go online and program with the offline set up.

Files are still needed to flash offline, if you know what are you doing, so yes xus is still needed.
