instaled ISTA+ v4.39.20 

Testet on EXX: E87 WBAUH11040E047921 ok

Testet on FXX: F30 WBA8C51080K636088  missing data Function Structure 

Testet on GXX:  I will test later

On FXX missing data: Vehicle management/Trouleshooting/function Structure/Body:
mising: Locking und security functions, Mirrors, Wash/wipe system

Did you actually read those cars or entered vin?

I’m running ista 4.39.20 with offline license without any issues.

I know, it's weird that for Exx is complete and for FXX models a few files are missing

Nothing weird AT ALL. E series was MUCH simpler. In F+ ISTA does NOT know what units (or variants of them) are in a car based purely on VIN without backend telling that to it!!!

I have tested BMW F30 and is complete. This means that the complete data is displayed full only when the car is connected.
