No.  You can upgrade existing 4.39.3x with just the Delta files above.

Oh, it must be a huge step of upgrades. The delta SDP is about 50GB. I'm curious about the upgrade content.

Sure, you can. You can upgrade version by version or just extract 4.39.30 full and upgrade base on 4.39.30.
