Hi all,
I have a customer with blown up ECU and cannot retrieve data in boot mode.
Can I put a Used ECU on? If so, anyone have any helpful advice?
I have Flex, Ktag and kess V2.

If it's the same (or any other appropriate) part number - then yes, of course. But you would have to write correct VIN and vehicle PIN back to this donor ECU to match the vehicle, otherwise anti-theft protection would become a problem. Possible with bench setup or in vehicle, via OBD port.
You would need a J2534 tool and DPS program (check pinned posts in GM thread).
It's not as straight forward, of course - you would have to do some digging and create your own scripts, or buy "applications" for DPS to perform these tasks.
Later on, it would be wise to upload correct operating software fot ECU via SPS2 reprog session.
That is the way I see.. Some other users may be able to provide you with modified dumps to match the VIN/PIN.

PIN is stored in more than one module inside a car.. You can read it from there (need to dump EEPROM from BCM, for example).
Also, I think, there was a PIN from VIN service for a fee for GM vehicles..
No, I personally cannot help you. I can only guide to resource which have the info and files you may need for this task.

Take a dump from BCM and IPC, if possible.
But that is just one of the steps you'll need to perform before that car will be running again...
