Yes you need a new dataset. Here you have 2 files, one original for Kodiaq and the other modified by me where you have 60 seconds of time without reaction, LA turns on from 10km/h and ALG from 40km/h so that it does not irritate during maneuvers at low speeds.
REMEMBER. Never update the camera software if you have a modified dataset installed, first restore the original, otherwise you will damage the camera probably irreversibly.

Reviving this old threat in hopes of getting some advice:
-I'm retrofitting 2Q0980653C 1301 H16 on my Audi TT which never came with anything but 5Q0980654.
Since the rest of components don't support anything else, I'm obviously only interested in getting VZE/HBA/HC to work.
Would flashing to J 1423 be the my most convenient/reliable version or does anyone suggest otherwise, please?

Yes, J 1423 is latest version with free SWAP solution.
Even if you don't find correct dataset for A3, you can easily edit version compatible dataset from another car and enter A3 dimensions and preferable hands-off and ALG options.
