After finish downloading just split it to 3 foldes like image  wink2 and you are done

What about the config.nfm file?
Are you doing the CIC_2019-1 folder on the stick or just the 3x USB folder?

Put Config.nfm with Pkgdb folder in root , Pkgbd of folder USB1 in 1 usb , when asking for 2nd usb just replace Pkgdb by the one in USB2 and same for 3rd
