I am a bit confused, why do you need Ista/P, why not just download PsdZdata full if Ruben needs some missing files? I know that ISTA/P also contains the full PsDZ. But I reckon that both are large downloads, so it maybe it comes to the same thing.
And BTW, what the heck is the S15 for, G series, I.e. 7 series?

in istagui.config set to true the line

now ista, PreloadProgrammingCore: "True", but the problem is ProgrammingEnabled: "False"
maybe this need any line in istaguiconfig or regedit.
also maybe kis.script need modifications...

1- When you say replace psdzdata, are you referring to the psdzdata within the ISTA/D installation? which doesn't contain much...
2- Then you mention replacing files, all model files, but you reference an installation location for ISTA/P, what's the relationship?
3- As far as for "ProgrammingEnabled", I tried setting a Tester.Gui parameter in the config file but didn't work.
4- You may probably have found this, but are they relevant, needed or no or just "InitOnAppStartup" line set to true? I added to .config but nothing changed. The dir locations needs to be adjusted to the appropriate install. Incidentally, the last line is set to false in this snippet.
