I'm having a problem getting Odis 4.0.0 to run. Here is what I did:

In my case this solved the problem :
In the install directory mark the OffboardDiagLauncher.exe to "run as administrator".
Create a shortcut on desktop for the launcher.
On the desktop icon mark "run as administrator" and "compatibility mode with XP SP3" for all users.
