I unlocked the ISTA archive before extracting.
I try to running as Admin but no lucky.

For registry, check versions.
Also check for contents in %:\Rheingold\SQLiteDBs.

EDIT: You only run database reg fix if copying and pasting swi_data. Otherwise, ISTALauncherConsole makes changes.
