is just DELTA files, you need BASE 4.06.21

Sorry for asking such a stupid question...
But what are these files for and where should I put them?

I have just "installed" this 4.06.31 on a VM and updated the old 4.03.21 standalone on my laptop without using these files and I don't see any errors when running the program or looking up a VIN.
(Haven't made a readout yet)

So... Are they even needed?

So the DELTA/META (two .ISTSPACKAGE and one .XML) file(s) is only for updating existing installation?
If so... How does that work?

I have already downloaded the SQLiteDBs (Thansk for also sharing that! ), which were the only files i copied into "\Rheingold\SQLiteDBs\".
I didn't use the DELTA/META file(s) and didn't even run the "Reg Fix"'s
