I have done it in this way :

1. In Admin tool turned off EWA server, and others. All 4 services.
2. Turn off Admin tool.
3. Updated  Ewa from DVD EPC b1  - folder EWA and setup.exe (WIS DVD EWA folder probably will work also)
4. Turn on Admin tools (of course as admin) and updated EPC 1.2018 database. It used all DVDs.
Maybe when I will not shut down EPC databse (it was still down after starting admin tool) only b1 DVD will be needed. But with EPC databse shut down it was asking for all 11.2018 DVDs and copied all of them. 
5. Updated WIS from 11.2018 DVDs.

Seems to be EPC and WIS running normal for my car VIN.
