I also have a genuine ICOM Next A and have no issue using it with ISTA at all. I don't connect ICOM to the router and setup TCP. I use DHCP server and connect ICOM directly to my laptop. If I recall correctly, DHCP server is in @Sedoy ISTA standalone package. If you'd like to connect ICOM to your router, I found this guide to be very helpful.
