My friend glowplugs are low-voltage, that is normal.
Your glowplugs are 4.4 or 7v, depends on the engine you have. You will never get 12v on the glowplugs. Your problem is elsewhere, not the glowplugs. If i've helped don't forget the magic buttons, thanks + rep
