Help!!

I have tried installing version 103 and it just says waiting for windows network services when I open IDS. I have left it for 30 mins but still doesnt work

Then there is a error code:

Service Name : Detection Manager
State: Stopped
Win32 Error code: 0x00000000
Service Specific Error code: 0x00000000

I am using a fresh installed windows 7 laptop with 8 GB of RAM and 119GB SDD. Not connected to the wifi. I have also tried connecting to the wifi but still is not working

I followed the install guide step by step?

Any ideas please
