How is the logic with those "Delta" files? Are there always full releases around, or did they switch recently to only provide delta files?

Downloaded a delta package by accident, but I need Full psdz file for our purposes. Never saw those before, so just wondering.

EDIT: I downloaded "BMW_ISPI_ISTA_FULL-SDP_4.15.11.istapackage" but there are still lots of "_delta" files included.
