When you update ista-d, everything in "version" has to be 3.49.30? Check my attached pics, what am i doing wrong, or what else I have to do extra, if anything.

Nope that's what we all have. Until there is a new core DB update, you'll see 3.49.10 as the DB version. Not every item gets updated on every update.

let we activate this Special application for Leechers , because We have many members they are here only to leeching files/Softwares and flooding the forum with request Pass,keys,Activations,Help and giving nothing in return,
The main reason for adding this Plugin is the number of inactive and spamming users, that can lower the quality of community.
so this application will deny Inactive Members from the download of attachments of Specific Type without getting the " 5 amount of posts" acquired.
P.S DO NOT Try Flooding/Spamming to Get 5 post count, This will result in your immediate BAN!
