I'm getting database connection error " the connection to one of the required database could not be established please check DSS #00046632EN for further trouble shooting"

Any idea what this error means?

I am having issues with the Russian translated to English installation instructions.
I have tied to install with no success. I have to install on "C" drive...
the loader looks for "D" drive, to many installs to repartition the drive to create a "D" drive.
Can anyone provide a step by step in English for installation??
