Someone had the same problem here, did all except bench, as suggested here:

Why is it my fault then? I was buying the code as any other user without hutool would do. I didn´t know the codes are vin locked since a few months now, neither did the seller. But as above, it was already explained. Nevermind, thanks for the enlightenment.

Can't be said that its the same issue, however your issue has been clearly identified. The code you were trying to use has ALREADY been used on a different VIN or CREATED for a different VIN. There is nothing more to be said about it. The developer of the tool clearly explained that also.
