Is there a way to enable supra diag and programming in ista?

Go to your Ista path ...ISTA\TesterGUI\bin\Release\ISTAGUI.exe.config

Search for
<add key="BMW.Rheingold.ISTAGUI.disableIsVehicleLockedDown" value="false" /> change it form false to true

I'm already say forgot it, this key "BMW.Rheingold.ISTAGUI.disableIsVehicleLockedDown" is made from me for my standalone and never exist in original ISTA.
