I did it sometime ago so I am not sure 100% but maybe the original configurationsecuritybits (bitsettings) was the attached one otherwise it was the same as yours (the one you have attached in your post).. I did this screenshot at that time. Try it and let's know.
PS: try also with flash_192.hex + eeprom.hex (1kb) instead of "vers 6 11.11.5-12.12.0_eeprom 512 rl.hex" inside 12.12.0 from BM-BL-RL folder.

I have found some notes I took during my cable update.
I had flashed FTDI and Atmega162 (fw v.1.92 + eeprom) with fw 1.92 and vers 6 for 11.11.5-12.12.0 (eeprom 512 rl.hex).
I tried it with both software vcds version 11.11.5 and 12.12.0 simulating a connection giving 12v power to LM7805.
Everything seemed to work fine except "CAN:NOT READY" warning message but after having connected my cable to my car, also CAN message turned into "OK".

1) ftdi232rl.ept
2) vers 6 11.11.5-12.12.0_eeprom 512 rl.hex
3) set security bits
4) installed VCDS-Release-12.12.0-Installer English 512bits.exe

Tried with both 11.11.5 and 12.12.0 and license status was fully activated (green color) and test was ok with K1,K2 except CAN:NOT READY but it turns into OK as connected to car!

Interface found. not plugged to the car.

All programming was ok, flash, eeprom, fuse bits.

Fuse settings eXtreme burner:
CD, DC, F9, CC, FFFFFF56

My cable is a vag908 with a 908v.1. installer.

Any wrong doing?

Light stay red when plugged to the car.

For RL you need loader
GAL16V8 its flashed well?
Did you made the modification need in PCB?

Is a RL.

No modification after flash, stock.

Don`t have a tool for flash GAL16V8, left stock, no change.

Is only the 11.11 loader I`m using 12.12. without loader, there is no loader 12.12.

You said its 908
If the led is stay still red this means that the Atmega is bad flashed ( fusebits not set it up- take care you need to set thebfuse bits not only to write them in the right palce of the programmer )
Try to check if the hardware has STC and remove it and also check the GND between vcds and programmer

Groung ok.
Program reprogram many times successful, but led stay red pluget to car?!!!
