I tryed other way and not works for me but this way works . Maybe the reason was I installed BMW_ISPI_ISTA-P_SYS_3.57.1.001 , now works and tryed on WIN7 x32 and x64.

To install all updates without any problem need to install correct .reg fix between every version
example
BMW_ISPI_ISTA-P_SYS_3.57.0.400 ---->3.57.0.400 register
reboot
BMW_ISPI_ISTA-P_SYS_3.57.1.001----->3.57.1.001 register
rebot
BMW_ISPI_ISTA-P_SYS_3.57.1.002----->3.57.1.002 register
.
.
and so on

This is my installation and work well off-line, I programing 2 car F10 and E60, any problems.

I recommend installing all updates to the corresponding fix.Reg files
