I have a 2003 VW Touareg (BAC engine type), and I have a problem with the steering lock is broken
  in the instruments panel I get (steering lock is broken, go to the workshop)

so do not let me crank or start the engine or switch on the ignition.
I can tell someone like you can override the steering lock.

as it can be repaired, other than changing the entire steering column

I not know exactly this but in sterring lock are 3 switches. These switches are damaged or soldering points colded. On other vw car i have repaired with new switches from local electronic dealer in town.
In measuring blocks i have seen that lock state , ignitation and other not correct. Ignitation you can bridge on relaybox. On box are labels printed in plastics. Immo active by this method but you can diagnostics steeringlock ecu.

At first with vcds delete error on start authorization module,then you can crank and start the car.
therefore exist the possibility to shut off the column lock.
you must take off the steering column.

it worked . I deleted trouble codes.
Now I can start the car.
