From my expertise that transistor seems to be a supply stabilizer ( seeing nearby zenner diode and big electrolytic capacitor )
You must give that mains +12V and control +5V ( for uP ), control everything you can, and if ok you may consider uP it is broken.
Those presented above depend on your tools and abilities, if not feel competent you go to an electronic guy who will fix it for you or direct you to find an new ( sh ) dash unit !

Yes, a good electronics will fix it quite easy. Common low/medium power, low frequency transistors.
If you have skills and tools you get onto the job, if you not an electronic talent go to someone who knows that.

I replaced all the stabilizer on the chip 7805 and it worked
