Inside this put -
BMW_ISPI_ISTA-META_SDP_4.01.21.xml
BMW_ISPI_ISTA-SDP_FULL_4.01.15.istapackage
BMW_ISPI_ISTA-SDP-DELTA_4.01.15.istapackage
BMW_ISPI_ISTA-SDP-DELTA_4.01.21.istapackage

Run the istalauncher.reg

Run IstaLauncherConsole.exe

@BhdR the exception you are getting appears to be related to being unable to open the Full package. Check the permissions on the file and that it is not marked read only.
