I think because you installed with 4.01.21 and then deleted the files, there are registry entries recording the version that was installed and that is now out of step.

Using regedit, delete the key LOCAL_MACHINE\SOFTWARE\Wow6432Node\BMWGroup\ISPI\ISTA\SWIData and then rerun the launcher console.

I can't fully see the address bar at the top of the screen.
You should make 1 new folder at c:\Temp\Ista_Store\Downloads

and inside the Downloads folder, just have -

BMW_ISPI_ISTA-META_SDP_4.01.21.xml
BMW_ISPI_ISTA-SDP_FULL_4.01.15.istapackage
BMW_ISPI_ISTA-SDP-DELTA_4.01.21.istapackage

Next run IstaLauncher.reg-

The IstaLauncher.reg will change the registry to tell ISTA where to look for the download files, and where to install them.
If your Rheingold folder is NOT direct on C:\\, you will need to open the .reg with notepad and edit this.

Now you can run the exe, and wait until everything is done, and it will say press enter to close.

I mean I do not see these in the archive all I have is a folder named Swi, then istalauncher.reg, the console, the console launcher.exe.config, .pdb, and finally SQLite.Interop.dll
