im looking to ecu read-write from pin out using new tools wellon vp 896
i dont know how to use : XTAL , VPP , CLK , VCC , CABLE ON THE PHOTO attached
for example : how to read my ecu (photo attached) data with my wellon tools
( i always delsold my eprom or ship to read write, and now im asking if i can read write without sold desold)

no you can not use it that way as flash roms etc need to initialized to except reading/programming

for these kind of jobs you need kess or ktag or galetto and there are a few more

Tell us more details about the ECU numbers .
The smart MEG 1.x have inside 29f400 eprom.
