I was just doing diagnostics and trying to calculate a measures plan using the new SPD (4.03.30) so I used my 15amp charger. It's sufficient for FDL coding and diagnostics most of the time. Programming and diagnostic-totally different things. Then use 60amp charger and try again with ISTA-D

Then use 60amp charger and try again with ISTA-D I know, sorry if you misunderstood what I said, but That is exactly what I do 15amps for FDL coding via E-Sys and 40-60 amps for programming via ISTA. Also my issue was resolved with a regedit suggested by OP, didn't even need a charger to test a measures plan. I just often use my desktop in my house and leave my car in the garage and using my 60amp charger for extended periods ends up being dangerous since it often overvolts (15+v) and not shut off potentially damaging the whole electrical system.
