If still not work try run odis from cmd (for me fixit):
cd "C:\Program Files\Offboard_Diagnostic_Information_System"
start OffboardDiagLauncher.exe

Same problems (Java, license)..... sweating

But .... If you run the OffboardDiagLauncher.exe through Total Commander all START ! fail

100% successful and everything works !!! yes

I have the same observation in my case.
Odis start through Total Commander and through cmd.exe
So, I create batch file odis_start.bat in ODIS installation directory with 2 lines inside:
-----------------------------------------------------------------------------
cd "c:\Program Files\Offboard_Diagnostic_Information_System\"
start OffboardDiagLauncher.exe
-----------------------------------------------------------------------------
and send shortcut for it to desktop and now workssmile

If you install Odis or Odis-E on 64 bit OS in directory:
C:\Program Files\
instead default (C:\Program Files (x86)\)
you don't need run it as a Administrator
