I have offline license, ista launcher does not install programming data I do not know why... i have last full data BMW_ISPI_ISTA-SDP_FULL_4.07.11.istapackage launcher not see SDP files.
I using BMW_ISPI_ISTA-LAUNCHER

Since last weekend i also have a offline license and i installed everyting without problems up to 4.09.12

Have you cleaned registry?
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\BMW\ISPI\TRIC\ISTALauncher. and look BMW.TricTools.IstaLauncher.EquivalentIstapVersion. Clear the value

If there is a value of old installation update maybee won't start.

If you start with 4.07.12msi then do full SDP install and after that go to 4.08.12
It is not nesessary to install al ista-D versions in between. Just do al the SDP updates.
