What do U mean ?

The program ISTA open correctly. But when program request for license. I can't paste licence from txt file to the box. Function "paste" doesn't work. It work in other program (e.g. notes), but not in ISTA.

There isn't a tracker it is just DHT/peer exchange

That's the most important thing! I had the same issue because DHT was disabled in my torrent client (as it's against the policy of some anti leech trackers). Once enabled download started after a few minutes. Thanks.

I try to install ISTA again (Windows 7 32 bit, Java8, update 144, Net framework 4.7). Vcredist x862008 is not install. I copy license from .txt but can't paste it in the box beacuse "paste" button is disabled (inactive).

Sorry, the problem is solved. I copy and pasted licence like a file, not a content. Thanks all!
