What part cant you do? what bit you get stuck at?
once installed type in all relevant information,,select folder and press send button that will send to sql.
admin function allows you to search.save to....and remove

the app downloads the files it needs from microsoft ( the prerequistes ) such as sql local db server.check you have good internet connection and also check firewall settings,once installed it never need internet connection again
