Must have gotten some stupid Windows 10 update that killed it. It was working for at least 6 months prior.

Version was 4.05.23.
Upgraded to 4.07.31. Still getting same error. Any ideas?

Thanks but my issue persists even after removing the .net 4.7 update. I am going to Windows 10 LTSB and reinstall ISTA.. I will keep you posted.

Install Visual Studio community edition with .NET development tools, it will fix it.

I'm sure it's just some .NET component that's missing, but didn't have time to find out which.
