yes they do have DAS and yes you still can do offline programming for older cars.

After double click "old key loader for configassist or startkeycenter 32bit.reg" and clicking "yes" to upload it to the registry, same situation "No access available. Please be sure to contact User help Desk"

As I understand from this thread, I have to generate a key and then register it. And as I understand it, I can do it using old xentry / das developer keygen. Where I can get old xentry/das developer keygen. Give the link please.

Its possible, but requires quite a bit work. Better to use Windows 7, if your laptop/pc system allows.
I installed Xentry on 10 and will redo and use Windows 7. Just amount of W10 nagging notifications driving me nuts.

bios set the date MM DD YY keygenerator YY DD MM this is the problem????

It is not a problem
New installation of everything OK- after shutdown - key loss Starkey reinsertion ok, I used step 6a. I do not know if it's okay.
I'm not giving up
